The Squad Dialog is where players can select where to spawn. You can enabled the respawn dialog in the mission
settings or in the MCC modules.
If not preset by a module the respawn dialog will normally appear after the mission maker have placed an HQ start location.
Once a player reaches the respawn dialog he will have a list of all the available respawn locations to the left and he should choose one and press "Deploy".
